In the aftermath of the recent health crisis, the civis course "Governing in times of crisis" will deal with different and circumstantial crises European democracies have been exposed to for the last decade: economic crisis, security crisis, and even climatic or migratory ones, insisting on the institutional dimension.

Faced with what is generally understood as constituting a “state of emergency” in which ordinary law is temporarily set aside by some other legal rules, how can institutions cope with, or even resist, the crisis?

While studies have so far focused mainly on conceptualizing the idea of a “state of emergency”, few have questioned the institutional aspect of the matter. How are institutions affected by such situations? How can they react? The focus of this course will thus be on the institutions' ability to resist as well as to be resilient, in order to overcome the crisis and to start over. Resistance and resilience are thus the two axes of this programme. The first one is related to the institutional destabilization due to the crisis and the adoption of emergency provisions. The second one is interested in the institutional reactions, changes and adjustments made on a more or less lasting footing. 

Objective and structure of the course:

The 5-day course will blend lectures, conferences, debates, panel discussions and an escape game to explore how democratic institutions can cope with the various crisis the world has faced in recent decades. The course will expose students to a variety of issues and perspectives in order to understand these contemporary difficulties and to imagine new possible solutions.

  • Panel discussions and debates with institutional actors and stakeholders
  • An escape game for students to show a firm grip on the course material
  • A cultural tour to reinforce the bond between students from the CIVIS universities

Prof.Ariane Vidal-Naquet

Prof. Ariane Vidal-Naquet is Full Professor of Public Law at Aix-Marseille Université, France. She is a member of the Institute Louis Favoreu (Study and Research Group on Constitutional Justice). She graduated from Sciences Po Paris (1995) and then obtained a Masters in Cultural Institutional Management (Paris Dauphine 1999). She also studied law at the Université Panthéon-Assas in Paris where she obtained her PhD in 2004. Her teaching, research and publications are focused on constitutional law, constitutional litigation, fundamental rights and freedoms. She is the author of numerous scientific papers and several books; she takes part in several international projects in these fields.

 
Ass.Prof Priscilla Jensel-Monge

Prof. Priscilla Jensel-Monge is Associate Professor at Aix-Marseille Université. She is a member of the Institute Louis Favoreu (Study and Research Group on Constitutional Justice). She teaches constitutional law, constitutional litigation and fundamental rights and freedoms. Her research focuses on institutional constitutional law and particularly on Parliament. The topic of her PhD was the place of minorities in the French Parliament and she wrote several studies on the role of Parliament in times of crisis.

National and Kapodistrian University of Athens

Ass. Prof. Ekaterini Iliadou

Prof. Ekaterini Iliadou is Associate Professor of Public Law at the Law School of the National and Kapodistrian University of Athens. She graduated from the Law Department of the Faculty of Law and Economics of the Aristotle University of Thessaloniki (1992), holds a Postgraduate Diploma in Public Law from the same University and a Ph.D. (Doktor der Rechte) from the Law School of the University of Regensburg. She has published 4 books and more than 70 contributions in Greek and international law journals and collective volumes on Public Law, European Law, Energy Law and Environmental Law. Professor Iliadou has strong experience in legal consulting and court representation of public entities and companies, in particular in the sectors of energy, public procurement and environmental protection.

Université libre de Bruxelles

Prof. Emmanuel Slautsky

Prof. Emmanuel Slautsky is a Professor of Public and Comparative Law at the Université libre de Bruxelles and an Affiliated Researcher at the Leuven Center for Public Law. Emmanuel studied law at the Université libre de Bruxelles (2008) and at the University of Oxford (2009). He obtained his PhD from the Université libre de Bruxelles in 2016. The topic of his PhD was the impact of European Union internal market law on the administrative organisation of the Member States. Emmanuel has been a visiting scholar at Sciences Po Paris (2014), at the University of Oxford (2014), at the KU Leuven (2016-2017) and at University College London (2019-2020). In 2017-2018, Emmanuel worked a postdoctoral researcher at the KU Leuven with a project on the accountability of independent regulators. Emmanuel’s current work focuses on the Europeanisation of public law, the regulation of the network industries and the transformations of administrative law.
