Anticipatory policy innovation for resilient and equitable transitions
Policy brief no. 18 | September 2026
By Ekaterina Reznikova

Contemporary policy and academic debates increasingly frame global instability through the lens of overlapping climate, economic, and technological disruptions—commonly described as a “polycrisis.” While the term is recent, the dynamics are not: historical transformations, from industrial restructuring to earlier waves of labour informalisation, show that economic volatility, technological change, and inequality have long been intertwined. What is new is the scale, speed, and visibility of these interactions, and a growing recognition that labour systems lie at their core.
