It highlights five strategic areas for strengthening universities as spaces of stability, innovation, inclusion and civic engagement. The [**Beyond the Turbulences: Higher Education as Factor of Stability** ](https://civis.eu/storage/files/civis-statement-beyond-the-turbulences-higher-education-as-factor-of-stability-2020.pdf)statement explores how universities can respond to periods of crisis while maintaining their essential role in education and society. Drawing on the experiences of CIVIS universities during the COVID-19 pandemic, the statement identifies five priorities: scenario-based governance, quality and equal access to education, stronger digital support systems, student and staff well-being, and innovation in pedagogy. It calls for more flexible and responsive approaches to higher education, combining digital transformation, innovative learning and civic engagement.
