CIVIS Invited to Begin Grant Agreement Preparations for New Erasmus+ Funding Phase CIVIS Invited to Begin Grant Agreement Preparations for New Erasmus+ Funding Phase ==================================================================================== Communication and Dissemination 9 juillet 2026 Brussels, 9 July 2026. CIVIS, Europe’s Civic University Alliance, has been invited by the European Commission to enter grant agreement preparations for CIVIS 2.1 following a positive evaluation under the latest Erasmus+ European Universities call. Covering a two-year funding period for the first generation of European Universities alliances, the proposal builds on the progress achieved by CIVIS since the Initiative was launched in 2019. While the grant agreement process is still ongoing and funding remains subject to its signature, the result confirms the quality, relevance and strategic ambition of the proposal. Under CIVIS 2.1, the Alliance plans to accelerate the development of a seamless interuniversity campus experience through expanded mobility opportunities, an integrated and interoperable digital campus, joint degrees aligned with the European Degree label, and innovative learning pathways. New initiatives will focus on civic engagement, democracy, artificial intelligence, lifelong learning and future skills. The proposal aims to strengthen CIVIS as a driver of innovation in higher education and social impact across Europe and Africa, while reinforcing European Research Area and our continent’s competitiveness. **Strong Results and Growing Impact** -------------------------------------- Since its creation in 2019, CIVIS has been trailblazing and experimenting new forms of collaboration within the European Universities Initiative. Today, it brings together eleven leading European universities and six associated partner universities in Africa, representing a community of more than 470,000 students and 58,000 staff members in Europe alone. The CIVIS 2.1 proposal builds on a strong record of achievements. Between 2022 and 2025, some 8,000 students took part in mobility opportunities across CIVIS programmes, including Blended Intensive Programmes (BIPs), long-term exchanges, student-led projects, internships and joint educational initiatives, demonstrating the Alliance's commitment to international learning and intercultural exchange. By 2025, CIVIS had enabled nearly 1,000 staff mobilities for teaching and training, launched 176 Blended Intensive Programmes, organised 29 innovative pedagogies workshops involving more than 450 participants, and established three joint master's programmes. The Alliance has also expanded its educational offer through micro-programmes, strengthened doctoral collaboration, and supported joint funding proposals involving partners in Europe and Africa. Research cooperation has also deepened through 23 doctoral cotutelle agreements and eight successful Marie Skłodowska-Curie Actions projects, helping to strengthen collaborative research and doctoral training across the Alliance. These achievements provide a solid foundation for the next phase of CIVIS' development and demonstrate the Alliance's capacity to deliver tangible results for students, staff and society. ![Karl Stoeckel, CIVIS Executive Director.](https://civis.eu/storage/files/karl-stoeckel.jpg) > Being invited to begin grant agreement preparations is a strong recognition of the collective work carried out by hundreds of academic and administrative staff, students and researchers across the Alliance over the past years and of our shared commitment to the future of the European higher education and research areas. CIVIS 2.1 builds on the achievements of recent years while further advancing our vision of a truly integrated European university experience Karl Stoeckel, CIVIS Executive Director. **Working to Support Europe's Competitiveness** ------------------------------------------------ Through CIVIS 2.1, the Alliance aims to consolidate and expand the work already underway across its member universities, supporting a genuinely integrated interuniversity campus where students, researchers, academics and professional staff can learn, teach and collaborate across borders with greater ease. The Alliance remains committed to addressing major societal challenges through education, research and innovation, particularly in the areas of democracy, climate and environment, health, culture and heritage, cities and mobility, and digital transformation, working hand in hand with our European members and our Associate Members in Africa. As Europe's Civic University Alliance, CIVIS promotes a model of higher education that combines academic excellence with civic engagement. Through CIVIS 2.1, the Alliance will continue contributing to a more connected, inclusive and resilient European Higher Education Area while supporting key European priorities such as the European Degree and the Union of Skills. These high ambitions demonstrate how European Universities can inspire ongoing negotiations for the EU's next programming period (2028–2034), including the design of the next Erasmus+, Horizon Europe and European Competitiveness Fund programmes. The next phase of discussions with the European Commission will focus on preparing the grant agreement and finalising the project framework. Pending the successful conclusion of this process, CIVIS looks forward to continuing its contribution to the European Universities Initiative and strengthening cooperation across Europe and beyond. ### ***Compliance Note*** *This text reflects the outcome of the evaluation of the CIVIS 2.1 proposal.
