  Seven Years of CIVIS: From an Ambitious Project to a Thriving Academic Community

 Seven years ago, CIVIS began as an ambitious experiment in European higher education. Today, it has grown into a dynamic alliance connecting universities, students, academics and professional staff across Europe and Africa. But why is the European Universities Initiative transformative and why is CIVIS News?

This **special edition of *CIVIS News*, produced during** [**CIVIS Days 2026** ](https://civis.eu/en/connect/civis-days/civis-days)**in Bucharest**, offers an opportunity to reflect on this journey while looking ahead to the challenges and opportunities that will shape the Alliance and the European Universities initiative's future.

Throughout the programme, one message emerges clearly: CIVIS is no longer defined solely by projects or institutional cooperation. It has become a community built on shared values, trust and a commitment to working together across borders. Speaking for CIVIS News, **Professor Marian Preda, Rector of the University of Bucharest**, highlights the importance of solidarity at a time when universities are navigating complex societal and global challenges.

His remarks set the tone for a 36-minute programme that celebrates achievements while acknowledging that the work of building a truly integrated university alliance remains ongoing. **Professor Sorin Costreie,** **CIVIS coordinator at the University of Bucharest** underlines the importance of universities and alliances in challenging times for democracy.

Building a Network for Meaningful Academic Collaborations 
----------------------------------------------------------

For the past seven years, CIVIS has played a strong role in fostering the creation of lasting networks between institutions and individuals, by enabling academics, researchers, students and professional staff to work together in ways that extend far beyond traditional international cooperation.

This spirit of collaboration is particularly visible in education. Initiatives such as [**TRACEE**](https://civis.eu/en/learn/find-your-master-s-programme/master-s-programme-in-transdisciplinary-studies-of-climate-environment-and-energy)**, NAT4DD and** [**PolyCIVIS**](https://civis.eu/en/discover-civis-alliance/our-work/civis-alliance-projects/polycivis) demonstrate how our member universities are designing learning experiences together, bringing students from different countries and disciplines into shared classrooms and collaborative projects. Discussions highlight not only the academic benefits of these collaborations but also the importance of creating common educational pathways that transcend institutional and national boundaries. The Alliance's greatest asset may be its own existence, interviewees say.

Seven years on, that network has become a foundation for new educational opportunities, research collaborations and long-term partnerships that would have been difficult to imagine at the Alliance's launch.

Rethinking the Role of Universities 
------------------------------------

Beyond educational innovation, the CIVIS News show explores a broader question: what role should universities play in society today? In a thought-provoking interview, **Professor Romiță Iucu**, from the **University of Bucharest**, argues that learning is increasingly becoming a powerful force for connection and transformation, extending universities' influence beyond their traditional boundaries.

His reflections echo a wider ambition visible across CIVIS initiatives: the desire to position universities as active partners in addressing societal challenges rather than institutions operating in isolation from them.

Redefining Mobility by Creating a Shared Learning Experience 
-------------------------------------------------------------

Mobility has long been one of the pillars of European cooperation, but the conversations in Bucharest demonstrate how significantly the concept has evolved. Physical exchanges remain central to the student experience, yet alliances such as CIVIS are expanding opportunities through Blended Intensive Programmes, virtual collaboration, short-term formats and other forms of international learning.

After seven years of intense collaboration, the ambition is no longer simply to increase participation but to create meaningful educational experiences that have a lasting impact on learners and institutions alike. Across the Alliance, students are finding new ways to engage internationally, whether through mobility programmes, collaborative online learning or joint educational projects.

Mobility is taking centre stage: how should it be defined and measured in an increasingly interconnected educational landscape? Quality, inclusiveness and long-term impact are becoming just as important as participation statistics in shaping future mobility policies.

At the heart of these efforts lies a broader ambition: to make international learning a normal part of the university experience and to ensure that students can engage with different cultures, perspectives and learning environments in multiple ways throughout their studies.

Connecting Academia and Society through Civic Engagement Projects 
------------------------------------------------------------------

If joint education demonstrates how universities can learn together, the[ CIVIS Open Labs](https://civis.eu/en/discover-civis-alliance/our-work/open-labs-civic-engagement) illustrate how they can engage further with society. Throughout the CIVIS News Show, Open Labs emerge as one of the Alliance's civic engagement drivers, bringing researchers, students, citizens, local authorities and civil society organisations into collaborative projects addressing real-world challenges.

Among the initiatives featured in the shos is the[ **Voices of Palmyra project**](https://civis.eu/en/discover-civis-alliance/our-work/open-labs-civic-engagement/veris-voices-of-palmyra-engaging-in-tangible-memorial-heritage-in-social-innovation-for-refugee-inclusion), which combines digital heritage reconstruction with civic participation. By involving displaced communities through embroidery workshops linked to the destroyed Temple of Bal-Shamin, the project explores how cultural heritage can continue to exist through shared memory, creativity and participation. Its activities have received recognition from UNESCO for their ability to connect research, education and social engagement.

The programme also highlights the [**All-Year-Long Music Ensemble Open Lab**](https://civis.eu/en/discover-civis-alliance/our-work/open-labs-civic-engagement/all-year-long-civis-open-lab-music-ensembles), which grew from the CIVIS Orchestra Academy and now brings performances to vulnerable groups, as well as the [**Ageing as a Journey**](https://civis.eu/en/discover-civis-alliance/our-work/open-labs-civic-engagement/ageing-as-a-journey) Open Lab, which brings together participants from Europe and Africa to explore ageing as a dynamic and empowering life process.

Taken together, these projects reveal how CIVIS is helping universities strengthen their civic mission by creating spaces where academic knowledge and societal needs can meet in meaningful and innovative ways.

Students are Shaping the Alliance 
----------------------------------

One of the clearest signs of CIVIS' evolution over the past seven years is the changing role of students within the Alliance. What began primarily as opportunities for mobility and participation has developed into active involvement in governance, project design and community-building activities.

The CIVIS News programme showcases student-led projects and the work of the CIVIS Student Council and CIVIS Ambassadors, highlighting how students increasingly contribute to shaping the Alliance itself. Through collaboration with peers across institutions and countries, they gain experience in leadership, intercultural dialogue and international teamwork.

Another recurring message throughout the programme is that students are not simply participating in CIVIS activities. They are helping define and deploy the alliance’s agenda. Through governance structures, project development and representation across the Alliance, student voices are increasingly embedded in CIVIS decision-making processes.

Building Bridges between Europe and Africa 
-------------------------------------------

From its earliest days, CIVIS identified Europe-Africa cooperation as a strategic priority. Seven years later, these partnerships have become an integral part of the Alliance's identity and activities.

Interviewed for CIVIS News, key actors emphasise that cooperation is built on reciprocity, mutual learning and the co-creation of knowledge. Rather than following traditional models of international cooperation, CIVIS seeks to create equitable partnerships in which institutions from both continents contribute expertise, perspectives and solutions.

The programme showcases examples of African and European academics collaborating on educational activities across bachelor's, master's and doctoral levels, while students from both continents participate in joint learning experiences and international classrooms. Speakers highlighted how these collaborations enrich teaching and research while creating opportunities for shared innovation.

A Growing Community of Practice 
--------------------------------

As CIVIS has matured, so too has the wider ecosystem of European Universities alliances. CIVIS News also focuses on how alliances are learning beyond n their own partnerships, through emerging communities of practice such as[ **FOREU4ALL**](https://www.foreu4all.eu/).

Bringing together representatives from different alliances and European higher education organisations, the discussion explores a challenge familiar to many alliances: how to build something designed to transform higher education over the long term while operating within the framework of finite projects and funding periods.

Representing the **UNITA Alliance, Irina Macsinga, Vice-Rector of the West University of Timișoara**, reflects on the importance of community-building in the early years of alliance development. Looking to the future, she highlights the growing importance of connecting education and research more closely with alliances, describing this relationship as essential to their long-term development.

The conversation also underscores how European Universities alliances are becoming drivers of change across European higher education. Drawing on his experience as **Head of the Secretariat of the European Higher Education Area, Horia Onița** argues that they are helping turn long-standing European commitments into practical realities by identifying barriers that still exist on the ground.

For **Professor Anne Lequy, member of the German Council for Science and Humanities** and former chair of the European University Association's Learning and Teaching Steering Committee, one of the greatest contributions of alliances is the creation of sustainable communities that extend beyond individual projects and personalities.

Alliances are increasingly functioning as laboratories for innovation, places where institutions can experiment with new approaches to mobility, learning, governance and cooperation while collectively shaping the future of European higher education. What began as separate initiatives are gradually becoming a community of communities, sharing experiences, challenges and solutions across the European Universities landscape.

New challenges for a Maturing Alliance 
---------------------------------------

Alongside achievements, CIVIS News also addresses the challenges that accompany the Alliance's continued growth. Seven years into the European Universities initiative, questions surrounding sustainability, governance, institutional transformation and long-term impact are becoming increasingly important.

Contributors to the show discuss the need to balance innovation with stability, while ensuring that alliances can remain flexible enough to respond to a rapidly changing world. Topics such as micro-credentials, the future European Degree and new models of transnational cooperation illustrate the scale of the transformation currently underway in higher education.

The conversations suggest that the next phase of CIVIS will not simply be about expanding existing activities, but about embedding collaboration more deeply into the structures and cultures of universities themselves.

Looking Ahead Together 
-----------------------

During CIVIS News representatives from CIVIS, other European Universities alliances and higher education organisations discuss how alliances are becoming increasingly influential actors within European higher education, capable of fostering innovation and cooperation on a scale that individual institutions could not achieve alone.

Seven years after its launch, CIVIS can point to new educational models, stronger international partnerships, expanding civic engagement activities, innovative approaches to mobility and a growing community that spans Europe and Africa. Yet the message from Bucharest was not that the journey is complete. Rather, that the Alliance is entering a new phase, one in which the foundations laid over the past seven years will support even greater ambitions for the future.

**Celebrating seven years: Who Wants to Be a Civizen?** 

Not all reflections on the CIVIS journey took the form of panel discussions and interviews. To celebrate seven years of achievements, CIVIS Days 2026 introduced a lighter moment inspired by a familiar television quiz format: *Who Wants to Be a Civizen?*

Bringing together students, academics, researchers and professional staff, the competition invited participants to test their knowledge of the Alliance's history, values, educational initiatives, mobility opportunities and Africa-Europe partnerships. Through fifteen questions charting the CIVIS journey, contestants revisited many of the milestones that have defined the Alliance's first seven years.

Far more than an entertaining activity, the quiz reflected on the emergence of a shared CIVIS identity. Through laughter, friendly competition and collective memories, participants celebrated not only projects and achievements, but also the community that has grown around them.

As the wining civizens’ team said after the competition: "I think it'll be good to have this also for students inside the university who don't necessarily know what CIVIS is. Yeah, and it's fun, so it's easier". 

The popularity of the initiative demonstrated that after seven years, CIVIS is not only producing programmes and partnerships. It is also creating a shared culture and sense of belonging that continues to bring people together across the Alliance.
