Four years, 80 indicators, many positive trends: CIVIS final quality report (CIVIS2, Deliverable D1.4) Four years, 80 indicators, many positive trends: CIVIS final quality report (CIVIS2, Deliverable D1.4) ====================================================================================================== - CIVIS Governance - European Universities initiative - Management - Quality Assurance - Deliverable - Report - Academics - Administrators - Policy makers The Final Quality Report brings together four years of monitoring CIVIS through 80 indicators tied to roughly 60 objectives across the Alliance’s 13 work packages. The headline finding is that upward trends clearly outweigh downward ones. More concretely, mobility, collaboration and community-building, through BIPs, Staff Weeks and new support structures, show strong, sustained progress. More importantly, the data shows a maturing Alliance: CIVIS is shifting from building opportunities to seeing students, staff, Associate Members in Africa and external stakeholders actually use them, with rising satisfaction and engagement across the board. The activities that have generated the most student mobility are the BIPs and the long-term mobility. Please note that the numbers for Open Labs include both mobile and local students.* *2\[2\] A total of 1,620 student participants in Open Labs, including both mobile and local students, were reported for CIVIS1 by September 2022, and 594 for the fourth year of CIVIS2. Therefore, the total number of mobile students may be lower than the 16,215 reported in the table, or maybe higher when adding numbers from the five Open Labs project that are not measured for 2025-2026 yet.* *3\[3\] The ‘mobile staff’ includes Open Labs (mobile and local), mobile staff for training and mobile staff for teaching. Please note that the numbers for Open Labs include both mobile and local staff. Thus, the staff mobility total numbers may be a bit lower than 778, and maybe higher when adding numbers from the five Open Labs project that are not measured for 2025-2026 yet.* *4\[4\] It should be added here that 30 BIPs were reported in September 2022 for the entire CIVIS1 project, but it is unclear whether these were proposals, validated or launched BIPs. Therefore, they are not included in the table. The number of mobile students in these BIPs is included in the ‘short-term mobility’ category in CIVIS1. There are therefore no specific figures for mobile students in BIPs in CIVIS1.* *5\[5\] The number of BIPs application are 19,219 in CIVIS2. See further down on the transformative indicator on the BIPs.* *6\[6\] AM =Associate Members (in Africa).* *7\[7\] In 2025-2026 the pilot project of two seed funding calls had ended but several collaborations and project proposals for external funding have included Associate Members (in Africa), see indicators for WP3 and WP13.* *8\[8\] There has been a challenge in data collection due to technical glitches that produced complete data loss (July 2025-Feb 2026) so statistics are from the period that encompasses the launch of the new website (Feb 9, 2026) and the end of June and the same period in 2025. According to data extracted from Matomo between Feb. 9, 2026, and June 30 of the same year,* [*civis.eu*](http://civis.eu) *received 106.417 visits, a 206,9% increase compared with the same period in 2025. This is without counting visits to the new CIVIS Agora, that now hosts the course catalogues, among other services and that received 75.666 visits during that timeframe in 2026. Combined, the platforms brought in a total of 185.083 visits in only 5 months.* *9\[9\] The second-, third- and fourth years website visitors were measured using Matomo Analytics, which is a stricter analysis tool than Google Analytics, which was used in the first year and during CIVIS1. Thus, the decrease in the numbers between the first and second/third years is due to this change in tools.* The report also identifies areas that need more work: broadening participation across all member universities, scaling promising formats like MSCA actions and cotutelles, and supporting joint degree programmes through funding and accreditation. An independent final external evaluation, based on surveys, interviews and the Theory of Change framework, confirms CIVIS quality assurance system has become a solid basis for organisational learning, and flags uneven internal communication and administrative complexity as the next priorities to tackle. Together, we established a functioning transnational European University Alliance. This final report shows how the management and governance structures of the Alliance connect 11 Full Members and 6 Associate Members.
