Policy brief no. 19 | September 2026
By Emmanuel Ojo

This brief draws on the perspective of an African academic who has spent over two decades building, managing, and navigating international research partnerships, including collaborations funded by the European Union, the Government of India, Carnegie Mellon University, CODESRIA, and the German Academic Exchange Service (DAAD). That experience points to something the polycrisis literature has not confronted: crisis-response governance is shaped by deep asymmetries in how partnerships are structured, funded, and controlled.
